Cyprian teaches that there is one episcopate, a part of which is held by each bishop jointly. No single bishop is "bishop of bishops." Cyprian argues that baptism administered by heretics or schismatics is invalid because there is one baptism in the one church. Outside the church there is no Holy Spirit to sanctify the water.
